Required Qualifications

INTRODUCTION: The Center for Devices and Radiological Health (CDRH or Center), as the scientific and regulatory component of the U.S. Food and Drug Administration (FDA) charged with facilitating and ensuring medical device innovation, safety, and effectiveness, and advancing regulatory science is now accepting applications for a Staff Fellow (Senior Data Scientist) to serve in the Office of Clinical Evidence and Analysis (OCEA or Office).   OCEA oversees the application of modern artificial intelligence tools, including machine learning and deep learning methodologies, that can be evaluated, piloted, and implemented at scale by CDRH to help the Center evaluate clinical evidence and other device-related data to more efficiently conduct regulatory review activities in support of the Center’s mission. 

POSITION SUMMARY:  OCEA is seeking a Staff Fellow (Senior Data Scientist) to develop, pilot, and implement various data analytics tools within CDRH, while collaborating with a team of Data Scientists, across the Office and Center and interface with contractors to accomplish these goals.  The Staff Fellow will support of OCEA’s mission to provide policy and program support regarding clinical trials, biostatistics, real-world evidence, epidemiological analysis, as well as outreach and collaboration with hospital systems and other external stakeholders, to ensure the safety, effectiveness, and reliability of regulated medical devices.  

DUTIES / RESPONSIBILITIES: As a Staff Fellow (Senior Data Scientists), the selected candidate will:

  • Serve as an expert and technical authority on analytical and programming techniques necessary to collect, organize, analyze, and interpret unique and highly specialized data sets.
  • Provide subject matter expertise and regulatory support in the form of consultation in the reviews of new medical devices and accompanying test data and reports.

POSITION SUMMARY:  The RSCP has an immediate opening for a Staff Fellow (Data Scientist).  In this position, the selected candidate will be responsible for supporting the Center in matters relating to the availability of medical devices and their supply chains, to include vulnerability assessment, threat mitigation management, and establishing strategic metrics and milestones centered on supply chain resiliency.  Specifically, the Staff Fellow will assist in the development and implementation of data analytic tools within OST to support activities involving data sourcing, acquisition, cleaning, validation, ingestion and integration, as well as data governance.  Additionally, the candidate will engage in exploratory data analysis activities and develop machine learning (ML) models designed to detect and identify early signals of potential threats that may lead to supply chain disruptions and medical device shortages.

  • Assist in the development of a comprehensive, state-of-the-art data acquisition, analytics, and modeling strategies in support of RSCP’s strategic mission and programmatic goals.
  • Develop statistical and ML models to detect and identify supply chain vulnerabilities and risks.
  • Collaborate with the Center’s Digital Transformation and Data Modernization Teams to develop a comprehensive enterprise-wide supply chain data governance strategy, which includes management, security, transference, and integration components.
  • Develop recommendations on cloud-based solutions and custom software to support supply chain business technology integration needs. 
  • Identify potential risks and actual vulnerabilities and encourage continuous improvements in data collection and management through advancements in technology and business operations.
  • Serve as an expert consultant and liaison on cross-functional teams within the Office and Center related to the development, utilization, and interpretation of medical device supply chain data and associated studies.  
  • Evaluate the causation of various supply chain shocks and develop and share mitigation strategies across the Office and Center, as well as with industry, suppliers, contract manufacturers, distributors, and other stakeholders to identify potential disruptions and shortages.

MINIMUM QUALIFICATIONS

  • Bachelor’s Degree in information systems, Computer Science, Health Care Administration, Nursing, or application related field from an accredited institution required.

Principal Duties and Job Responsibilities of the Manager of Data Analytics*

Data Analytics

  • Analytic strategy and deployment: Serves as the clearinghouse for understanding, anticipating, and prioritizing information and analysis needs for the association’s research, policy, advocacy, and communications teams, senior leadership, and members. Formulates analytics strategies and solutions and engages with teams and committees and key organizational decision-makers to ensure alignment with organizational strategy.
  • Technical subject matter expert within the organization: Serves as a point of access to valuable analytics information for association members and staff. Provides expertise in data management, data collection, data analysis, data visualization, data distribution, key performance indicators, and metric creation. Promotes a data-informed organizational culture.
  • Data management: Collaborates on the organization’s data analytics and data warehousing needs with the director of information technology (IT). Collaborates with the director of IT to appropriately structure reports within association management software.
  • Quality assurance and data governance: Collaborates on analytics audits, data governance processes, testing, quality assurance, quality control, and debugging of analytical and reporting code.
  • Analytics implementation: Works with appropriate departments to create member benchmarking reports and products. Designs and maintains data programs; tracks, prioritizes, and manages analytics implementation initiatives across teams; serves as contact for analytics and reporting requests.
  • Communication and decision support: Presents and communicates data analytics results and procedures performed in a coherent and effective manner to both technical and non-technical audiences, including the development and distribution of white papers, briefs, presentations, member performance reports, infographics, maps, etc.

Healthcare Research

  • Facilitates the collection of data and obtaining secondary data for analyses.
  • Uses various data sources, including the organization’s data warehouse and other national and state databases, to synthesize and interpret trends in health care access, affordability, and quality.
  • Leads data analytic–specific research projects.

Collaboration

  • Works collaboratively and effectively with members of other teams. Coordinates with the director of IT.
  • Actively participates in team activities and improving team functioning, including following team norms and providing support and backup for team members.
  • Collaborates with the vice president and team to provide insight and guidance on programmatic strategies.
  • Responds to short-term information requests from members and association staff.

Requirements

Minimum Education and Experience for the Manager of Data Analytics:

  • Master’s degree in health services research, public health, public policy, public administration, biostatistics/statistics, epidemiology, or related fields.
  • Seven or more years of experience in a position monitoring, managing, manipulating, and drawing insights from data, with two or more years of experience leading a team.
  • Exceptional capability in analyzing and interpreting results of individual and group research, using standard and new research methods and techniques.
  • Strong problem solving, quantitative, and analytical skills.
  • Strong project management skills to coordinate multiple activities and meet tight deadlines, while maintaining attention to detail
  • Experience performing data manipulation and analyses using SAS, STATA, Python, or R and/or other statistical analysis software.
  • Experience with Structured Querying Language (SQL) and database principles
  • Knowledge and understanding of health care policy and services.
  • Familiarity with health care policy related data sets, such as CMS Hospital Compare, HCRIS, federal regulatory files, etc.
